Apply for a Building Permit

Building permit applications should be submitted using the Pinellas County Access Portal. View Access Portal Instructions & FAQs.

Use the button below to access the portal, and follow these steps:

1. Check your jurisdiction on our My Neighborhood lookup tool or at PCPAO.gov by selecting Search our Database.
   We service Unincorporated areas, as well as Belleair Beach, Belleair Bluffs, Belleair Shore, Indian Rocks Beach, Kenneth City, Safety Harbor and Oldsmar.
2. If you are in one of these areas, visit the Pinellas County Access Portal.
3. Create an account. Once your account is approved, you may apply for a permit.
4. Select Apply for a Permit under Build to start your application.
